Mission: Impossible * The Milliard Protocol
Good morning, Mr. Milliard. Your mission, now that you officially have it, is to take a storied brand out of the shadows and into the Premier’s office. Bonne chance, Charles.
“Good morning, Charles. Your mission, should you choose to accept it, and by proclamation, you already have, is to execute a total brand resurrection. The file is daunting. You are taking command of the Parti libéral du Québec (PLQ), a storied franchise currently trapped in a shadow of its own making. The clock is your primary enemy: you have seven months until the October general election.
The obstacles are significant: a public that barely knows your name, a shadow of investigation that refuses to dissipate, and a traditional media cycle that rarely gives ‘the new guy’ a free pass. As always, should your campaign falter, the pundits will disavow any knowledge of your potential.”
The Briefing
The Target: Transition from “relatively unknown former head of the FCCQ” to the preferred Premier of 8.5 million Quebecers.
The Complication: An ongoing investigation into the previous administration’s “vote-buying” scandal. While you are a newcomer, free from the shadows of the past, the scandal is a recurring ghost that threatens to haunt your media cycle.
The Rival: The CAQ leadership race is currently hogging the spotlight. Bernard Drainville and Christine Fréchette are occupying the airwaves, leaving you in a “stealth mode” you can no longer afford.
The Shadow Organization: The Parti Québécois (PQ). Under PSPP, they have consolidated a significant lead in the polls and are planning to dismantle the country. Once you complete this mission, you will be expected to become Dr. No—the man who says "No" to the referendum, "No" to the breakup of the country.
The Strategy: Disruption or Disavowal
In the classic political playbook, you would rely on “earned media,” i.e. the slow build of news clips and press conferences. But this mission is too urgent for the traditional approach. To win, you must engage the Accelerator and Amplifier:
The “Visibility” Blitz: You cannot wait for the public to “discover” who Charles Milliard is. You must buy the megaphone. This means a heavy shift from passive earned media to a massive, paid visibility campaign to force brand recognition before the summer.
The Marwah Rizqy Equation: One of your first field decisions involves a high-value asset. Reintegrating Rizqy offers a “integrity boost,” but internal friction remains high. It is the kind of high-stakes personnel call that defines a leader’s “character.”
Recovering the “Economic” Gadget: The PLQ was once the undisputed party of development. The CAQ stole that tech. Your mission is to reclaim the “Natural Party of Governance” title by pivoting the conversation from sovereignty debates back to the “bread and butter” of the Quebec economy.
The Disclaimer
“As always, Charles, should you or your team fail to cut through the noise, the pundits will disavow any knowledge of your leadership. This opportunity might self-destruct over the next seven months. Good luck.”
